Regulators in Europe have given the green light to a planned Internet joint venture between NBC Universal and News Corp.: a Web video repository seen as a competitor to Google’s YouTube. The yet-to-be-named venture — first announced in March following weeks of speculation — is expected to launch sometime this summer and, at least at first, will be an outlet mainly for video content from the two media companies. European Commission regulators had been reviewing the proposed plan for possible antitrust issues since shortly after it was announced.

The two largest phone companies in Canada are in talks for a possible merger that could fend off U.S.-backed private equity buyers as the wave of consolidation that reshaped the U.S. telecommunications landscape appears poised to hit north of the border. BCE, the largest phone provider in Canada, confirmed Thursday that it was in talks with the country’s No. 2 firm Telus about a transaction in which Telus would buy BCE. BCE did not disclose terms of the proposed deal.

A computer failure at United Airlines prevented the takeoff of all the air carrier’s flights worldwide for about two hours on Wednesday. Flights scheduled to depart between 9 a.m. and 11 a.m. EDT were grounded, causing backups and delays around the globe. Twenty-four domestic flights were canceled, and approximately 268 domestic and international flights were delayed by an average of about an hour and a half, United spokesperson Robin Urbanski said.

Microsoft and a major Chinese TV set maker announced Monday they will jointly develop entertainment products linking television and the Internet, joining a race to profit from the Web’s growing status as a channel to distribute movies and other programs. Microsoft and Sichuan Changhong Electric will explore “a wide range of scenarios for digital entertainment needs,” said Roger Chen, a Microsoft spokesperson in Beijing.
The types of equipment, software and other products that might be developed, in which countries they might be sold and other details are still under discussion, Chen said.

IBM will acquire Sweden-based Telelogic in a $745 million cash deal, one that gives IBM access to a leading provider of application lifecycle management products. Big Blue will fold Telelogic into its Rational unit — created in the wake of an earlier acquisition — where companies will have access to a wider menu of products aimed at making it easier to develop specific software applications. Telelogic has been known to be in the market for a merger partner for several weeks; IBM was among the companies who were said to be a solid strategic fit.
